When we were founded and on being the legacy of PCF. The CER programme was established in 2003 as a direct response to the blowing up of the Bamiyan Buddhas in Afghanistan and the looting of the Iraqi Museum in Baghdad in 2003. The Prince Claus Fund saw the need for an organisation that could respond within weeks to protect heritage affected by disaster or conflict.
